[packages] unbound: update to 1.4.11 (#9374), thanks Cybjit
 * add anchor, control, control-setup, host & library packages
 * add patch for the configuration options
 * drop the incomplete local configuration file
 * update named.cache
 * use the default auto-trust-anchor-file filename
