packages/snort: various fixes

 * use basic, mysql & pgsql VARIANTs
 * add a build dependency on librpc when building against uClibc (closes: #10132)
 * ship empty, useless, but working config & ruleset
 * ship dynamic engine & preprocessors, disabled by default
 * make it listen on loopback by default
