[packages] gst-plugins-ugly: update to 0.10.15, rework Makefile:
 * rename gst-plugins-ugly-* plugins to gst-mod-*
 * add a gst-plugins-ugly meta-package
 * remove unneeded extra CFLAGS & LDFLAGS
