fix perl signal numbering for mips
This is a followup to my 16 month old patch for perl signal numbering for mipsel:

This time for mips. Tested on atheros (accton mr3201a). Also
compared favorably to linux-2.6.git's arch/mips/include/asm/signals.h
The most obvious benefit is that forked children get reaped
appropriately in long-running perl processes. Please apply.

1. option 'health_monitor' 'serial' starts only one background process to monitor the health of
any number of wan's, saving system resources (WHR-HP-G54 with only 16 MB memory is a happy wimp :)
2. option 'icmp_count' '3' can be useful to reduce false positives
3. a sample 'mwanfw' for VoIP traffic
4. "/etc/init.d/multiwan single" restores to the initial state of single wan.
The "stop" command didn't quite do that, and it's now only good for process shutdown
5. numerous minor code cleanups

The target build inherits configure properties from the host. This results in broken compile for an ARM target and PPC host. (and other combinations as well).
This tries to fix it. However, it still is not 100% safe. However, it does work on ARM/PPC with these changes.
We should either split this into host and target packages, or run a "make clean" between the host and target parts.
