package/mtd-utils: update to 1.4.5

This updates packages/utils/mtd-utils and includes all patches from
tools/mtd-utils, so the two may eventually be merged.
I also added 150-fix_ubi-utils_static.patch which is a hack needed
to include libcrc32.o in the static binaries.
Having them static makes sense as only ubiformat is required on the target.

Update BIRD to version 1.3.7

Besides some nice new featues like an include command in config files, the
possibility to define protocol instances from templates, and support for BGP
peerings on link-local IPv6 addresses the new release also contains lots of
bugfixes.

Add vpnc-scripts package with up-to-date script

This removes the hard-coded masquerading configuration from vpnc-script.
It's possible to do it in a hook now, but it also shouldn't be necessary,
because we should be invoking the hotplug scripts to plumb the interface
properly anyway.

avahi: do not announce a specific front page

Announcing /index.html as frontpage is right when luci or x-wrt is installed
as web gui since both applications come with an /index.html which redirect afterwards.

However, when using an other front page, e.g. an /index.php then the announcement
is wrong and results in a 404 Not Found.
So I wonder/suggest whether the default avahi service could not announce
such a specific frontpage but only the generic "top level" directory.
